Does this just totally exemplify the Republican House, or what?

Here's the original mistake, and it's kind of a doozy. The latest Republican "jobs bill" that really isn't a jobs bill would put a freeze on any new regulations until the "average of monthly employment rates for any quarter [...] is equal to or less than 6.0 percent." See that? House Republicans are calling for 94 percent unemployment! Oops.
Democrats, kind of enjoying this predicament particularly since it was Democrats who found the typo in the first place, decided not to allow unanimous consent to make the fix. Without the consent, Republicans had to take the bill back to the Rules Committee. Where this happened.
To fix that, the House Rules Committee approved a rule that, once passed by the House, would deem the bill to be corrected to say "unemployment." But that rule incorrectly refers to the main rule for the bill as H.Res. 783, when it should have said H.Res. 738.House Resolution 783 doesn't exist. Now Republicans have to figure out how to create a fix for the fix. This is what happens when you let Virginia Foxx anywhere near the legislatin'. This is also what happens:

10:11 AM PT: The bill just passed, the House using one more day of their "precious" time to pass yet another bill that's not going anywhere.
